It appears I'm not alone in wondering why swimmers have been wearing two swimming caps. Aberdeen Labour Club make a good point, but the problem with it is that unions don't compete against each other, where they are already recognised. Perhaps that's because the state (sometimes) facilitates employers in recognising unions, thus empowering employers against the converse notion that it should be a union's job to recognise employers.
